This position is located in the Office of Victim Services and Justice Grants (OVSJG). The Office of Victim Services and Justice Grants is the state administering agency for the District of Columbia for federal and local funds providing grants to District agencies and community-based organization that provide services to victims of crime, justice involved-individuals, and youth who are truant and at risk for truancy and juvenile delinquency.
The overall function of this position is to manage a portfolio of complex grants; and provide internal/external financial grant management training and technical assistance in support of victim services activities and functions. The incumbent demonstrates expertise with 2 CFR Part 200 - Uniform Administrative Requirements, Administrative Principles, and Audit Requirements for Federal Awards, in administering grant compliance and reporting requirements according to government regulations and OVSJG policies.
Qualifications
Basic Requirements: The experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have equivalent to at least the next lower grade level in the regular line of progression for the occupation in the organization. General experience is one (1) year of progressively responsible experience, which was equivalent to at least a one (1) grade below, which demonstrates the ability to:
1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions
2. Plan and organize work
3. Communicate effectively orally and in writing
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience must be functional and relevant in legislative and policy issue, regulations, legal decisions, or other reliable work may be qualifying as long as it provides evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Specialized experience directly related to the line of work of the position that has equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully.
Experience in a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not credible.
Education and Experience:
Graduation from an accredited four year-college or university in public administration, public policy, business administration or related field, plus a minimum of five (5) years of work related experience; OR an equivalent combination of education, experience and/or training which exhibits the ability to perform satisfactorily in the position.
Major Duties:
- Administers grants from award to close out, applying appropriate management controls, and keeping abreast of changes in policies, procedures, and requirements. Runs grant related reports, and assists in the preparation and analysis of financial status. Prepares detailed, accurate, timely, and quality financial analyses of grant transactions.
- Monitors grants to include site visits and telephone contacts, completing and reviewing financial reports, comparing actual progress with expectations, and taking steps for corrective actions. Analyzes data to ensure accuracy and correct reporting under each grant agreement, including review of grant expenses for compliance.
- Works closely with the Grant Managers within OVSJG to inform on financial management of grants; and provide guidance regarding budget development and modifications.
- Conducts research and complex financial analyses required by legislation and regulations. Researches other highly technical financial issues, as requested.
- Identifies problem areas, trends, significant accomplishments, and deficiencies in relation to grant management and recommends policies and practices to enhance financial and grant management.
- Participates in the planning and coordination of the general OVSJG grants activities supported and serviced through DC Government agencies and community-based organizations.
- Researches, investigates, conducts feasibility studies, and recommends new improved grant management practices for application to the agency. Reviews and evaluates plans and projects to ensure that they are in alignment with the program goals and priorities and local and federal standards.
- Facilitates and/or implements opportunities for collaborative partnerships among the public, private and non-governmental sectors to secure targeted services to the citizenry of the District of Columbia.
- Participates in the development and coordination of workshops, technical training, seminars, and special meetings relevant to advisory groups and or committees, as stipulated by federal grants, District guidelines and regulations, or supervisor's request.
- Represents the Director at community events and meetings with individuals, community- based organizations, and other DC Government agencies, and reports back to the Director.
- Prepares response(s) to requests of the City Council, Mayor, DC agencies and officials in conjunction with the supervisor. Research and prepare response(s) to difficult complaints and requests for information.
- Participates in the planning, development and implementation of policies, goals, objectives and priorities for grant management. Keeps abreast of current practices and trends in grants management.
- Works with agencies to create an overall vision of grants management as a utility to a more efficient and more effective government.
- Prepares reports, correspondence, issue paper, and other technical documents, as required and necessary, to effectively administer the grant. Establishes, maintains and retains complete records of all grant-related transactions.
- Performs other related duties as assigned.
