Job Summary:
This position is located in the Executive Office of the Mayor, Office of Victim Services and Justice Grants (OVSJG). The mission of the Office of Victim Services and Justice Grants is to develop, fund, and coordinate programs that improve public safety; enhance the administration of justice; and create systems of care for crime victims, youth, and their families in the District. The Office of Victim Services and Justice Grants is the state administering agency for the District of Columbia for federal and local funds providing grants to District agencies and community-based organization that provide services to victims of crime, justice involved-individuals, and youth who are or are at risk for truancy or juvenile delinquency. Additionally, OVSJG works to enhance the District’s ability to recognize and respond to trauma and reduce gun violence.
The overall function of this position is to manage a portfolio of grants and provide grant management technical assistance in support of OVSJG program activities and functions. The incumbent demonstrates experience with 2 CFR Part 200 – Uniform Administrative Requirements, Administrative Principles, and Audit Requirements for Federal Awards, in administering grant compliance and reporting requirements according to government regulations and District policies.
Duties and Responsibilities:
Administers the grants from award to close out, applying appropriate management controls, and keeping abreast of changes in policies, procedures, or requirements. Manages specific grants as assigned that support the state administrative criminal and justice functions. Manages the awarding and administering of sub-grants. Participates in the planning and coordination of the general OVSJG grants activities supported and serviced through DC Government agencies and community-based organizations. Researches, investigates, conducts feasibility studies and recommends new improved grant management practices for application to the agency. Reviews and evaluates plans and projects to ensure that they are in alignment with the program goals and priorities, District direction and standards. Monitors the sub-grant to include site visits and telephone contacts, completing and reviewing financial reports, comparing actual progress with expectations, and taking steps for corrective actions, where necessary.
Seeks new federal grant funding opportunities to be serviced through DC Government agencies and community-based organizations on behalf of the citizenry of the District of Columbia. Facilitates and/or implements opportunities for collaborative partnerships among the public, private and non-governmental sectors to secure targeted services to the citizenry of the District of Columbia. Participates in the development and coordination of workshops, technical training, seminars, and other special meetings relevant to advisory groups and or committees as stipulated by federal grants, District guidelines and regulations, or supervisor’s request. Prepares response(s) to request of the City Council, Mayor, DC agencies and officials in conjunction with Director.
Education and Experience:
This position requires at least one (1) year of specialized experience equivalent to the next lowest grade level in the normal line of progression. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position to include but not limited to Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Plan, organize and communicate effectively orally and in writing.
Graduation from an accredited four year-college or university in public administration, public policy, business administration or related field, plus a minimum of five (5) years of work-related experience preferred.

This position functions as administrative support for the agency with primary responsibility for providing the full range of substantive administrative and grant management support work, which contributes to the effective and efficient operation of the organization. The incumbent uses considerable discretion and independent judgment in the performance of duties.
Duties and Responsibilities:
Analyzes facts and circumstances involved in making recommendations for solving administrative problems with the limits of standards or acceptable management and administrative practices. Analyzes and develops new ways to improve the accuracy, adequacy, timeliness, and validity of data for disseminating information about the program. Conducts fact-finding investigations which involve researching into matter of general or specific concerns which fulfills the requirements of the organization. Provides research references and advisory services for the supervisor in successfully fulfilling the requirements of the organization. Reviews documents prepared for the supervisor's signature to ensure that the materials are grammatically accurate and that all supporting documents are provided. Maintains and controls incoming correspondence, forms, and assignments. Ensures that all documents requiring the supervisor's signature are recorded. Develops guidelines and procedures related to correspondence, and maintains various types of logs, records, and filing systems. Recommends procedural changes to improve, expedite and eliminate office management problems. Develops and maintains office systems and procedures, ensuring that the accuracy, timeliness, and feasibility of a variety of administrative support functions are carried out appropriately. Obtains, compiles, and maintains personnel data, organizational information, reports, communication and administration references, inventory of supplies and equipment, document control, time and attendance reports, central office files and the confidentiality of information.
Recommends procedural changes to improve, expedite and eliminate office management problems. Provides administrative support to office members participating in short- and long term task forces and committees. Generates internal correspondence and procedures from the Executive Offices, and external documents that assists staff in the workflow and operation of the organization. Serves as contact for service delivery appeals from constituents to whom no reply or service has been provided. Ensures that contacts are provided with accurate information or referred to the appropriate staff member when information is not readily accessible. Develops and maintains a comprehensive annual calendar of activities, programs, and requirements. Ensures timeliness of programs and activities and attainment of identified objectives; identifies and prepares required issuances for presentation to the supervisor. Makes extensive travel arrangements, making complete arrangements for large conferences, preparing documents for training and seminars. Keep abreast of pertinent administrative rules, regulations, and procedures. Disseminates information on new or revised administrative policies and procedures. Assures that actions of an administrative nature, originating within the agency, comply with established guidelines and requirements. Assists the supervisor in coordinating and monitoring practices and procedures utilized by the support staff to ensure compliance with all applicable regulations and procedures. Responds to written inquiries and administrative problems brought to supervisor by members of the immediate staff. Notifies the appropriate staff members of the need for information.
Qualifications and Education:
Applicant must have 1 year of specialized experience equivalent to at least next lower grade. Experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
