Resource Allocation Analyst

Summary

This position is located in the Office of Victim Services and Justice Grants (OVSJG), Administrative Management Program. The mission of the OVSJG is to develop, fund, and coordinate programs that improve public safety; enhance the administration of justice; and create systems of care for crime victims, youth, and their families in the District.  The position functions as Resource Allocation Analyst responsible for providing support for resource planning and management; ensuring funding availability to meet programmatic and project needs; maximizing access to and use of resources in the most efficient and effective manner; monitoring spending and reallocating and reprogramming funding and budget authority as appropriate; conducting analyses on financial and policy matters; and developing new and/or improved systems, processes, and procedures designed to enhance the overall management of the Agency's financial resources.

Duties and Responsibilities

 Provides counsel and advice to agency management on resource allocation policy and planning issues and problems. Provides guidance regarding the financial resources of programs and projects including MOU/MOA's; development of progress and/or financial reports; review of project and program reports; etc. Assesses the agency’s financial resource status, and its effectiveness in achieving desired outcomes of the agency’s resources and recommends corrective action when necessary. Ensures that key District and organizational goals, priorities, values, performance objectives, and other issues/criteria are interpreted and considered in making financial program decisions. Establishes resource allocation priorities for operating funds for OVSJG. Conducts research regarding innovative methodologies. Monitors program and project financial activity to ensure consistency in project activity and project funding. Analyzes and assesses project inactivity and takes the appropriate action for resolution. Responsible for assisting in the timely closeout of Federal Capital projects.

Participates in the preparation of long-and-short-range spending plans, and other resource funding plans and programs. As necessary, coordinates with the Office of the Chief Financial Officer and OVSJG leadership to assist in developing budgets throughout the budget cycle. Prepares decision papers, policy reports, briefing papers, and correspondence needing analysis that addresses the District’s budget, programming, and funding policy issues. Conducts research, utilizing a wide range of analytical methods, techniques, and tools to manage federal and local grant Programs.  Employs best practices, makes process improvements, and implements system enhancements, to effectively manage the Agency's federal resources. Works cooperatively and meets regularly with Office of the Chief Financial Officer, and Office of Contracts and Procurement, grant managers, and agency leadership regarding the obligation and de-obligation of grant award funds and project status. Participates in audits of grant programs external and internal. Supports the tracking and monitoring of all agency grants and reports to the appropriate District officials. Responsible for ensuring grant management processes adhere to District processes and procedures for approval and reporting.

Education and Experience

This position requires at least one (1) year of specialized experience equivalent to the next lowest grade level in the normal line of progression. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position to include but not limited to Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Plan, organize and communicate effectively orally and in writing.  Graduation from an accredited four year-college or university in public administration, public policy, business administration or related field, plus a minimum of five (5) years of work-related experience preferred.

Work Environment 

The work mostly is sedentary.  However, there may be some walking, standing, bending, and carrying of light items such as books, paper, and small boxes.  Site monitoring visits and on-site meetings will require travel within the District on an infrequent basis.
